From July 12 to 14, the 12th Chinese Public Administration Scholars Seminar was held in Shanghai University of Finance and Economics. Professor Xue Liqiang, Dean of School of Public Administration, was invited to host the sub-forum and delivered the paper "Rethinking Civil servants' Duties and Ranks in Parallel: Effect Evaluation, Basic Principles and Suggestions for Improvement".。

The "Chinese Public Administration Scholars Symposium" is an international academic conference jointly sponsored by the Chinese Society of Public Administration in the United States, Xi 'an Jiaotong University and Sun Yat-sen University, inviting Chinese scholars engaged in public administration research at home and abroad to participate in the academic community of public administration。The theme of this year's conference is "Public Management Theory and Policy Innovation in the Context of Global Governance Change", and nearly 300 experts, scholars and young students from more than 40 universities around the world participated in the conference。Moderated by Professor Xue Liqiang, the sub-forum was attended by scholars from Tsinghua University, Fudan University, Nanjing University, China University of Political Science and Law, Jilin University, Central China Normal University and Tianjin University of Commerce, focusing on the governance system and innovation issues in China in recent years。Professor Xue Liqiang's lecture paper evaluated the parallel situation of civil servants' positions and ranks since the implementation of the revised Civil Servants Law in 2018, and put forward suggestions to further improve the system based on the basic principle of vertical hierarchical division of officials。
